Keep the required dimensions and increase the allowed size if possible. If the destination fixes both limits, simplify or crop the source in an editor; this tool cannot guarantee every combination.

Does the output have to be exactly 100 KB?

The goal is 100000 bytes or less, not padding the file to an exact size. Complex images may still exceed the target; always inspect the reported result.
